In accordance with obligations under TSCA, EPA is requiring persons that manufacture (including import) or have manufactured these chemical substances in any year since January 1, 2011, to submit information to EPA. Order of September 28, 2023, relating to the provision of information allowing the identification of endocrine disruptors in a product by means of an application; 2. Energy Efficiency	EU	9/20/2023	European Union EC Publishes Latest Directive on General Energy Efficiency On September 20, 2023, the European Commission (EC) published Directive (EU) 2023/1791 of the European Parliament and of the Council of 13 September 2023 on energy efficiency and amending Regulation (EU) 2023/955 (recast). This directive provides measures to promote energy efficiency in the EU. This should ensure targets on energy efficiency are met and enables further energy efficiency improvements. The test methods for commercial refrigerators, refrigerator-freezers, and freezers have been updated by the U.S. Department of Energy (DOE) to include references to the most recent iterations of the relevant industry standards. Additionally, DOE adopts test procedures that are in line with recently published waivers and interim waivers, defines new equipment category definitions, establishes product-specific enforcement provisions, permits volume determinations based on computer-aided designs, outlines a sampling plan for volume and total display area, and adopts additional clarifying amendments Official source

Energy Efficiency	EU	9/26/2023	European Union (EC) Publishes Amendments to the Energy Labelling Directives on Several Appliances On September 26, 2023, the European Commission published Commission Delegated Regulation (EU) 2023/2048 of 4 July 2023 correcting Delegated Regulations (EU) No 626/2011, (EU) 2019/2015, (EU) 2019/2016 and (EU) 2019/2018 with regard to energy labelling requirements of air conditioners, light sources, refrigerating appliances, and refrigerating appliances with a direct sales function. This directive contains amendments reflecting some rephrasing and re-wordings of specific energy labelling directives and updating actual energy label visual figures for reference. The proposed prohibitions set out the policies to reduce the contribution of F-gases to New Zealand’s greenhouse gas emissions, recognizing the negative impact of these substances on the climate. U.S. CPSC Issues Final Rule for the Standard for the Flammability of Clothing Textiles

The U.S. Consumer Product Safety Commission (Commission or CPSC) is amending the Standard for the Flammability of Clothing Textiles. The revisions clarify existing provisions, expand permissible equipment and materials for testing, and update equipment requirements that are outdated. The Commission issues this amendment under the authority of the Flammable Fabrics Act (FFA).

The purpose of the FFA is to prohibit the importation, manufacture for sale, or sale in commerce of any fabric or article of wearing apparel that is “so highly flammable as to be dangerous when worn by individuals.”
